A person can apply for a Certificate of Good Conduct if he or she was were convicted of two or more felonies and any number of misdemeanors. The State Board of Parole, by unanimous vote, has the exclusive power to issue a certificate of good conduct to any person previously convicted of a crime either in this state or in any other jurisdiction.
